The parent comes first

Most of Tou’s calls come from a son or daughter, after a fall or a diagnosis. He starts by meeting the parent, partly alone, to learn what they want and whether they can still sign.

If they can, he drafts the powers of attorney and signs them at home or in a care home. If they can’t, he explains guardianship, files the petition and stands with the family at the hearing.

When care starts, he writes a spending plan, gathers five years of statements and files the Medicaid application. He meets Hmong-speaking families in Hmong.
